As governments move on-line, the availability of digital services, the confidentiality of citizens’ personal data and the protection of national security have become increasingly important. Governments have always dealt with sensitive information, but as everything from filing tax returns, to communicating with embassy in foreign countries, to planning military operations becomes digital and connected, the vulnerability to data breaches is an ever more serious issue.

As the face of their nation, governments are confronted with threats ranging from the mundane to the highly advanced. Nation state actors attempt to obtain secrets, influence diplomacy and impede military operations by conducting digital espionage, sabotage or warfare. Hacktivists attempt to disrupt society to demonstrate their objections to public policy. And governments face the same threats from untargeted cybercrime and malicious insiders as everyone else – and the practical impact of ransomware, information leaks or DDoS attacks is not to be underestimated. The combination of this wide range of threats with the sensitive nature of government business makes cyber security especially challenging.
