Nation state actors attempt to obtain secrets, influence diplomacy and impede military operations by conducting digital espionage, sabotage or warfare. Hacktivists attempt to disrupt society to demonstrate their objections to public policy. And governments face the same threats from untargeted cybercrime and malicious insiders as everyone else – and the practical impact of ransomware, information leaks or DDoS attacks is not to be underestimated.
